Characteristics.

Has a physical-mental connection to his twin that means if one is hurting, the other feels a somewhat muted version.
Inherited certain magical talents, the extent of which is unknown, from his father (who was the demi-god Incubus).
Tends to be apathetic in his views, not a pessimist but not an optimist either.
Loves to talk to people and, in contrast to his twin, is actually a fair conversationalist.
Can play the bass fairly well.
Fair, creamy skin and fiery red hair and grey eyes. Thin build. He usually wears black clothes, sometimes band t-shirts, of a punk rock style. When dressing up he prefers the "Japanese punk" look. Usually wears his steel-toed military boots.

History.

The product of his mother's traumatic rape, she nonetheless did not believe in getting an abortion and so the twins, Dennis and Billy, were born. She married to their stepfather when they were 10, but he didn't like them very much and she had never been particularily tolerant towards them. When he was very young he "assisted" in a young boy's death after an accident, just by touching him, a moment which made him shy away from physical contact for many years. The fear was broken by his first steady girlfriend, at 15, and then again by another girlfriend at the age of 17, when he lost his virginity. After that, the incident left him confused but not actually frightened, especially when duplicate experiences didn't happen.

He had, in reality, sucked the boy's soul out of his body, a talent he could have been taught to harness if his parents had bothered getting him tested or trained. Other latent and hidden powers include the ability to harness fire, cause raw pain by physical contact, and the ability to speak with the newly-dead, although there are numerous others even he hasn't discovered. It is likely that these are trapped in his "Id" identity and can't be harnessed, due to psychological problems when young.

Personality.

Easy-going to the point of sheer apathy, nothing really seems to phase him, although this confidence is just a mechanism to deal with everything that life has forced onto him. He has had moments (usually when high) that this confidence goes away, revealing a very conflicted, frightened and easily-angered creature underneath. It is during these moments that he can harness his powers without any trouble, but as soon as the walls are back up, he forgets them. Billy is a social creature, preferring company of some kind, even if it's just drinking company.

Likes/dislikes.

Likes drinking, dancing, watching people, easy conversation, and listening to music or playing it. Likes to read very certain authors only, as one thing his mother did press on him was reading books he hated. He dislikes small dogs, as they tend to dislike him, as well as talking about the circumstances of his birth and his stepfamily. He absolutely despises careless driving, as it resulted in the death of one of his high school friends.
