T.I.M.E.
Once upon a time, Dr. Richard Monarch did the impossible -- he created a "time machine." It wasn't without its faults; it could only send a person one way. However, the upside was that he could program the power cells to bestow the person with whatever they wanted when they arrived. President? Check. Telepathy? Check. Different gender, even? Check.
Mostly everyone opposed this, but some rich bigshots wanted to go back and rewrite history, and so they wrote Dr. Monarch large checks and, greedily, he let them do what they wanted. One of them made no difference, but the second one proved extremely damaging to that timeline: the USA was written out of the picture, and Monarch was suddenly a scientist from another nation. This didn't perturb him as, consciously, he had no idea of the change. Fast forwarding ten years of this, however, and the timeline was so damaged that monsters and individuals -- mostly meda-centered -- from people's imaginations were suddenly coming into real existence. Monarch was popular, though, and now he couldn't be touched; his work had made him untouchable, because of all the contacts he'd made. He created a company, Imagine Differently (I.D.), to handle his work with the machine; in the aftermath he became CEO.
One particular individual ignited controversy: a man named David Fresse. I.D. had certain protocols, now, about what you could and couldn't do -- although they were still frighteningly loose -- and one of these was that you couldn't go back and conquer the entire world. You also couldn't make yourself immortal. A sophisticated breaking-and-entering expert, he snuck into the I.D. building, went back in time and did just that -- made himself an immortal Emporer of the World.
I.D. still existed, with his blessing, but now he could screen who went back in time, and he could limit what they did. He didn't want to lose his newfound power. But this move angered more people than even he could contend with. People had really started noticing the differences when others went back.
Enter T.I.M.E. (Timeline Integration and Mollifying Enterprises), and the Prime Minister of the Western Continent. He set TIME up so that, hopefully, they could begin to restore what had been so hectically destroyed. He went out, very surreptiously, and recruited people of action -- people who could do whatever it took in any situation. He erased their identities so that Emporer Alexander (which is what Fresse had renamed himself) couldn't come after them if he discovered what their codenames were, and set up living quarters for them in the TIME building. The riskiest part of the operation wasn't recruiting, but hacking ID's database so that they could build their own time machine to use. It sits in the TIME basement, heavily guarded and never referred to directly.
Slowly, they began to trace what exactly individuals had done, and who they were. If they could not be brought back and their work completely destroyed, they were killed. This is the task that the agents of TIME are always on.
